In tuxguitar you have allways rests where there are no notes.
e.g, if you add a new song, as default you have a 4/4 measure with a "whole rest".
Maybe what you need it to change the duration of this rest.
you can play with "+" and "-" of your numpad keys(right of the keyboard)
