What you mean is really 1 track (piano) with 2 scores (treeble and bass)
However it's not possible on current version of tuxguitar.
it is planned to add on the future, but it's not a higth priority task.
i think you should look for a "piano" based application if you want these kind of features.
tuxguitar is a "guitar tablature" based application.
