It's not a bug. it's about how MIDI Protocol works.
See the MIDI Channels on "View -> Show Mixer".
On MIDI Protocol specifications, there no exists instrument, volume, etc.. by "track" they are setted by channels.
If you have 2 tracks using same channel, you are sharing these values. so when you change the instrument to one track, you change it to all that uses same channel.
So just go to View -> Show Mixer, and change on the select combo the channel number of one of the tracks, then you'll able to change instrument without modify the other.
If you are about to ask so, why don't use a different channel for each track allways, the answer is easy.
there are only 16 channels available on MIDI.
but there are an unlimited count of tracks that you can add
