It seems apparently not possible to have distinct durations for the various notes of a chord except by adding tied notes for the notes supposed to last longer than others in the same chord. For instance if the highest note of the chord is a half-quarter note and the rest of the chord notes are a quarter note, it is not possible to enter that chord with those durations, you have to add a second chord made of the lasting notes and tie each of them to their same earlier notes. Is it a normal concept in TuxGuitar or do you consider it something to improve?

Go to Edit menu ( or on toolbar )
and select voice 2, then you'll able to set different durations beetween voices.
