how come when i get to ten total track does it always have the same instrument as the tenth one. No matter how hard I try, i cant change it.

You have to configure the MIDI Channels, there is a limit of 16 Channels, while as default each track uses 2. Try open the mixer, and configure the tracks to use only one channel ( these drop down boxes you see for each track ). so you'll be able to have 15 instrument tracks + percussion tracks. then if you add more tracks you have to link it with another existing channel.
