The only options I have for exporting a sound file now are .wav and two others I've never heard of. Where in the world did exporting as an mp3 go??

There's no export as .mp3 *or* .wav option in Windows v1.2 of Tux, what are you using?

I don't think it ever could. Export as midi, then use a program to make a wav or mp3 from there.
FluidSynth or timidity++ or VLC will play midi with soundfonts, and they should let you save the output as a wav, VLC should let you go directly to MP3.
I happen to like timidity++ just because I've used it a bit. The sound is better than normal midi players, but if you want a particular sound you can configure your soundfont and make it sound pretty much exactly the way you want.

You have to run tuxguitar with openjdk or install gervill.jar into your java ext folder.
If gervill is installed tuxguitar-gervill make it works:
File -> Export -> Export Audio File
