No it isn't a hardare MIDI Problem.
you can use tuxguitar with "software" synthesizers.

What operating system do you have ?
what version of tuxguitar did you installed ?

Is your OS gnu/linux ?

You can also take a look to tuxguitar-alsa:

What did you exactly tried, and what MIDI Port do you have selected on tuxguitar.

Note that, "MIDI System is unavailable" is throwed by "Java Sound Api" plugin. if you configure Alsa, and uses a software synthesizer you may listen sounds but you still will look the error from java sound api plugin.
if you don't want see this error, you need to "disable" the plugin.

I still needs now what version of tuxguitar do you have installed.

if you installed alsa plugin, try install a software synthesizer now..
check if timidity is available on arch repositories.
then, go to Tools -> settings on tuxguitar, and on Sound option select the first Timidity port on MIDI Port.
