Not much help (in a technical sense) but ...
After giving up (temporarily), I started using only powertabs and the Power Tab editor. It could play back the same pieces that TuxGuitar was having trouble with.
But after doing that, I restarted TuxGuitar and even it could play again.
I suspect that the Power Tab editor fixed some issue that TuxGuitar was stumbling over.
This wasn't a temporary glitch. I was have problems for a couple of days (with TuxGuitar). All other sound on the computer was working.
But now, after starting the Power Tab editor, TuxGuitar works again too.
